(1) Except as provided otherwise in the federal law, the district court shall initiate and dispose of all cases within its jurisdiction, hear petitions in accordance with the law, including injunctions, hear appeals in accordance with the decision made by quasi-judicial bodies, and hear appeals in accordance with the law, in accordance with the decision made by the local level judicial bodies established in accordance with the provincial law. If anyone obstructs the hearing of appeals and the administration of justice of the courts under him or his subordinates, or disobeys orders or judgments, he shall have the right to prosecute and punish for contempt in accordance with federal law.
(2) Other arrangements related to the jurisdiction and procedure of the District Court shall be in accordance with the federal law.
